  1. You are in your targeting countries and perform you job as the newly appointed Indonesian Defence Attache.
  2. You are required to present yourself, your proposed projects based on the M.O.U or the previous conducts of the two nations for the current financial year onwards.
  3. Some data about the projects might be needed to specify your intention.

Technicality

  1. Prepare a 10 minute presentation and a 5 min Q&A as part of Speaking Skills Project.
  2. The presentation will be displayed in a 5 – 7 slides of powerpoint presentation (to be prepared ONLY).

    Distinguished guests,
    Ladies and gentlemen,
    Good Morning,

    On behalf of Indonesia Government, please extend my gratitude for this honor occasion to address you all. I would like to say how delighted I am and my family to be here in Madrid. We are touched by the very warm welcome shown to us since we arrived. We gather here this morning to honor a strong, enduring relationship between the Republic of Indonesia and The Kingdom of Spain.

    I have called this meeting for the threefold purpose of, first, I would like to introduce my self and my family, next the background of MOU in the area of defense cooperation, then, an outline briefly of military education and training programs.

    Let me begin with introducing my self and my family. I am colonel Erry Herman just called me Erry. I am an army officer and I have been 21 years in service. I appointed to be a new Defense Attache in Madrid for replacing Colonel Wahyu. I like to play golf, jogging, reading and traveling. Beside me my wife, Dina. She like to cook , reading and also traveling. I have two daughters, Indi and Nia. Both of them like dancing traditional dance, painting and reading. During my assignment, I want to learn a lot from you about the culture, habits and meet a new people.

    Ladies and gentlemen,

    Historically, Indonesia and Spain have a good relationship in defense cooperation. Indonesia is very fortunate to have a generous country like Spain which has contribute significantly for the interest of Indonesia Armed Forces/TNI. The assistance of military education and training from the Spain government has developed dramatically. It has shown during an official agreement of both respective countries in March 2008, when the memorandum of understanding signed in Jakarta. In 2009, I believe that the cooperation between two countries become more significance and the MOU should be implemented into a various programs.

    First, exchange of knowledge on doctrine and policy in Peace Keeping Operation. The knowledge is crucial to response for the new security environment. As we aware of that the intrastate and interstate conflict are increasing in many parts of the world. Thus, it can give the soldier to conduct their mission properly. For instance, The UNIFIL is conducting its mission in Lebanon after the war between Israel and Hezbollah in 2007. We have learnt that the issue of interoperability among UN forces become extremely important to fulfilled the mission.

    Second, the cooperation on defence industry is a crucial aspect for adopting, adapting and diffusing defence technology of the two countries for the mutual benefit and interest of the parties. It include exchange of technology, technical assistance, training and joint production. The cooperation is important to Indonesia since Indonesia’s arms trade composition remains unchanged, because Indonesia defense industry is unable to support the scale of the upgrade programs. Indonesia defense industry is relatively small, and can only meet 5% of the armament needs of the Indonesian military. For Instance, PT Dirgantara Indonesia still needs an assistance in transfer of technology in order to improve light aircraft technology such as CN 235 and CN 212- MPA Maritime Patrol Aircraft.

    Third, Indonesia and Spain have faced a new threat of terrorism and have an experience of terrorist act. Spain has 30 years history of fighting domestic terrorism. ETA remains a live and valid threat to Spain’s national security, especially those living in Spain’s northern Basque region. While Indonesia has also an experience a terrorist act which is a terrorist organization group, Jamaah Islamiyah has conducted terrorist acts in many parts in Indonesia such as Bali Bombing I and II, Marriot Bombing. Indonesia Government has captured the perpetrators and they had already sentence to death. Consequently, exchange of intelligence information between relevant institutions and agencies should be established.

    Ladies and Gentleman,

    Indonesia and Spain have already done an exchange of officers for education in staff-colleges and professional training, mutual visits, and joint research. This programs can give an officer an insight of the history, culture, skill, science and technology for both Indonesia and Spain officers. In Fiscal Year 2009, there are many program to be developed;

    The needed programs from Spain Government are consists of :
    • Spain National War College. The program is needed to prepare future leaders of the Armed Forces, and other civilian agencies for high-level policy, command, and staff responsibilities. Besides, Since we have just established, Indonesia Defense University, our senior officers rank Colonel and above need studying the curriculum of Spain National War college which it emphasizes the joint and interagency perspective. It needs 2 seats for senior officers.

    • The Joint Forces Staff College. Military operations increasingly require the Armed Services to work jointly and JFSC provides students the tools to operate in a joint environment. Therefore, the college is crucial to educate national security professionals to plan and execute joint, multinational, and interagency operations to instill a primary commitment to joint, multinational, and interagency teamwork, attitudes, and perspectives. The program is targeted for the senior officer. It needs one seat.
    • Education and Training for peace keeping force. The purpose of the education and learning is to learn the theory, and an approach of interoperability. It includes a variation of case study of UN peace keeping mission in conflict torn areas. The program is targeted for the Junior Officer and the Non Commission Officer. It needs 2 seats each.
    • Education in the Information of Technology for adopting the concept of Revolution in Military Affairs/ RMA and Network Centric Warfare. The program is targeted for the Captain, the Major and the Lieutenant Colonel. It needs 3 seats.
    • Seminars of Civil Military Relations and Law of Armed Conflict for junior and senior officers. It needs 1 seat for senior officer.
    • Training in Intelligence for understanding the importance of intelligence sharing in the new security environment. It needs 1 seat for the junior officer.

    The proposed programs from Indonesia Government are consist of :
    • TNI Joint Staff College – Sesko TNI. The college is to educate senior officers to plan and execute joint operations and interagency teamwork, attitudes, in the perspectives of Indonesia total defense “Sishanneg”. It offers one seat for the Colonel.

    • Army, Navy and Air force command and Staff College – Sesko Angkatan. The college are to educate senior officers to plan and execute services operations in the perspectives of Indonesia total defense “Sishanneg”. It offers 3 seats for the Lieutenant Colonel from Army, Navy and Air Force.
    • Specialized Training in intelligence. The purpose of the training is giving an insight Indonesia experience in the face of new security environment. There are many case study to discuss, which it focus on combating terrorism and understanding the importance of intelligence sharing. We proposed this program for the Lieutenant and the Major. It offers 2 seats.

    I would like to begin with a happy note expressing our deepest honor on the acceptance of my first courtesy call as Indonesia Defense Attaché in Seoul. I also would like to extend my most sincere appreciation to the South Korea Government and people for the approval of my appointment as Indonesia Defense Attaché here in Seoul, “The Country of Morning Silence”. South Korea is a beautiful country in Asia where people respect each other and live with their harmony. Therefore, South Korea and Indonesia have come a long way together as two proud nations who cherish our diplomatic relations. In this moment, I would speak about the importance of Indonesia and South Korea Defence Cooperation Program. Today presentation will cover three subjects. Firstly, I will discuss relationship background between Indonesia and South Korea. Then, briefly I will continue to describe current defence cooperation between two countries. And the third subject will be the importance of cooperation and some improvements in the future. In the end of my presentation I will be happy to take any question if any.

    Step up to the first topic; South Korea and Indonesia have a longstanding relationship since the establishment of diplomatic relations in 1966 — followed by ambassadorial level in 1973. So, this year two countries have enjoyed a 43 year uninterrupted progress in their political, economic, security and cultural relationship. During 43 year diplomatic relation, two countries have undergone defence cooperation successfully. Up to now, the relation indicates not only as a true friendship but also as a strategic partnership in the region. Indonesia has procured many military equipments and weapons from South Korea, while South Korea has compensated in other programs such as training and education.
    As independence country, Indonesia is building a good relationship with every country in the world. Today, Indonesia is a democratic nation, which respects to diversity. Indonesia has succeeded to carry out general election which the President of Indonesia was elected by people and again this year Indonesia is carrying out general election for electing Member of Parliament and for president. People are very enthusiastic to participate in this party and situation before the occasion is very conducive.
    As I told you before, over the years, our countries have enjoyed very good relation, not only because of some similarities but also because of some successful achievements especially at the diplomatic and economic realm. Two countries experienced Japanese colonization and got independence on the very close dates, but nowadays South Korea has achieved fantastic achievement especially in economy and military technology. Indonesia Government believes that South Korea is the most strategic partner in trade which South Korea’s import from Indonesia almost increases every year and the balance of trade between two countries is positive. Indonesia respects to South Korea in many aspects, likely South Korea respects to Indonesia. Therefore, for Indonesia, to continue relationship with South Korea is very important and we believe that South Korea views Indonesia as one of important partners in the region in promoting regional and global security and stability.

    Now I will continue to the second topic about current defence program between two nations.
    Embargo from the West to Indonesia for buying weapons and military equipments had caused degradation in Indonesia defense capability. Indonesia suffered from the shortage of military equipments and spare parts for supporting operation and for continuing maintenance program. Indonesia faced hardship at that time. However, through defence cooperation with other countries like South Korea, Indonesia has other alternatives for acquisition and procurement program. South Korea has approved this assumption by continuing defence cooperation. Now, Indonesia is trying to get transfer of technology from South Korea, which has been implemented in Landing Platform Dock (LPD) Project. Among two LPDs, one was built in South Korea and the other one is still under construction in PT PAL Indonesia. In the coming years, Indonesia has not been ready yet to fulfill military needs. Indonesia therefore, is purchasing military needs from South Korea, such as cannon, ammunition, aircraft and also maintenance program for Indonesian submarine.
    In addition, officer exchange program is another kind of defence cooperation between the two countries. Even though for the time being, this program is limited in number; in the future two countries expect that the program will be more expandable. Joint exercises and joint production of military equipments should be considered as other alternatives in implementing defence cooperation program.

    It is near to the end of my presentation. The last topic of my presentation is about the importance of cooperation and some improvements in the future
    Defence cooperation between Indonesia and South Korea is very important for both countries. The cooperation will promote mutual understanding, which is important not only in enhancing military professionalism but also in maintaining security, regional and global stability. This longstanding defence cooperation is never interrupted; two countries enjoy mutual benefits and common interests. To enhance the advantages of the cooperation, two countries should be more active in dialogue and discussion in terms of areas of cooperation especially for the possibility of joint production for various military equipments and weapons.

    Understanding will strengthen and elevate our relations by capitalizing on the long standing closeness, a strong sense of nationalism, independent mindedness in the conduct of our foreign policy, and shared outlook between Indonesia and South Korea on the regional and international affairs. The great challenge for our present and future generation is to intensify the already close relationship especially for military cooperation. Indonesia assumes that South Korea Defense Force is professional, skilled and modern. Therefore, in the future Indonesia Armed Forces can learn from ROKAF. Indonesia government expects that officer exchange program will increase in the future.
    That is why; as result of my appointment as Indonesia Defense Attaché here in South I expect greater military coordination, more active consultations on strategic issues and enhanced military cooperation between Indonesia and South Korea. I therefore look to the future of military relations with fun confidence and great expectation. In this spirit, I should like to wish for the health and wealthy of South Korean to the friendship between South Korea and Indonesia and to the progress and welfare two nations.

    Finally, may I remind you some important points that we considered about Indonesia and South Korea defence cooperation.
    In the beginning, I have described about the two nations relationship background that highlighted by some similarities. In the second part of my presentation I have examined current defence cooperation program between two nations which is limited in number and area of cooperation and the last part, I have underlined the importance and some possibility improvements in the future especially for TOT (Transfer of Technology) program.
    That’s all what I want to speak today, as I mentioned before I am happy to take questions if any.

    LADIES AND GENTLEMEN

    First of all, I would like to extend my sincere appreciation to the ongoing cooperation and support that has been shown by the PAF, so that I have been able to perform all of my duties perfectly and I hope it will continue until the end of my tenure as DA in Pakistan.
    It would be very difficult, indeed, for me to express adequately my gratitude of the honor by giving me a chance to deliver my presentation about the chance to enlarge the cooperation between TNI and PAF.

    Ladies and gentlemen, the agenda of my presentation will cover Introduction for prospect for defense cooperation, Historical back ground, Plant for future enhance cooperation, and finally I would like to conclude with some important points.

    In a global multi polar system, the rule is emerging with the rises of the relative power, both, state and non state actors, businesses, tribes’ rebellion, religious organizations and even criminal networks. There are some reasons why we have to be more alerted.
     Strategic trends in the 21st century have brought about a new chapter in national, regional and international defense policies.
     They create multidimensional challenges, which encompass politics, economics, socials as well as defense and security.
     In responding to these challenges, a country needs to dynamically redefine a strategic framework in defending her national interests.
     It is crucial to possess a great number of defense cooperation, thus to contribute to the development of the nation.
    Let me come to universal rules, in term of building a defense cooperation, there are three pillars:
    Firstly, we have to build trust.
    Secondly, we have to avoid the conflict.
    Thirdly, we have to find the best solution together.
    I do believe that our historical back ground that starting in very first time of our independence day, our founding father, former presiden Soekarno and M. Ali Jinnah have constructed a broad understanding and agreed helping each other in any occasions. Base on this, I could see there is a chance for both Armed Forces to tighten up what have been done before. Unfortunately Indonesia and Pakistan facing similar problem in some cases like; Terrorism, Rebellion and natural disasters. On the other hand, similar to PAF, TNI is no longer involved in day to day politic; both armed forces could establish their professionalism. Furthermore, Indonesia and Pakistan promoted defense industries nowadays. The quality of its product similar to NATO’s standard. I also think that is just a perfect time to consider the need of exchange defense product and I should have no worry to any boycott from other countries.

    Ladies and Gentlemen, right now TNI and PAF already set an exchange programmed. We exchanged staff collage students and so far that program could build up a good understanding between armed forces, but base on the last trends, I think we should enlarge the cooperation, there are some possibilities plants that we could establish in the future, such as;
    – Education exchange in tactical level.
    – Officer exchange
    – Technical training
    – Weaponry and system procurement.

    Trough these activities, I have a confident that the relationship between TNI and PAF become closer, building more trust, and easier to find solution to face the challenge in the new era.

    Finally, I come to my last slide to conclude what I just have presented; enlarging the cooperation between TNI and PAF is an important necessity to be developed. It is along way to go but we should start it from now by building up more comprehensive communication and ascertain both armed forces to have big confidence to follow up what I just proposed to realize better cooperation in the future.     First of all, I would like to extend my sincere appreciation and thank you for your warm welcome to me as Military Attaché in this beautiful country, one of the largest island-groups in the world with 7,100 islands and islets.
    Before continuing my remark, let me introduce my self, I am Colonel Hilman Hadi, I prefer to be called Hilman, as Military Attaché of the Republic of Indonesia for the Republic of Philippines. I have been in service of the Indonesian Army for twenty years. I am married and have a 14 years old- daughter. I am honored to represent of my country as Military Attaché, and I will do my best to enhance a better relationship and gain what have been reached before between our two countries for premising future.
    On this remark, I would like to present brief of cultural and political overview of both countries, the cooperation achievement and the cooperation enhancement.
    Ladies and gentlemen,
    Firstly, I will explain about cultural and political overview of both countries. Culturally, Indonesia and the Philippines have some similarities. These similarities can be found at Tagalog as genuine language of Filipinos with Indonesian Language. Besides, there are some foods that closely tasted to Indonesian food. The climate and environment are almost the same, Furthermore, Filipinos are friendly and kindly people, it seems that I will feel like at home.More over, as we know that the Philippines is one of the countries which lent her helping hands to help people after tsunami in Aceh several years ago, it showed closely brotherhood between Indonesian and the Philippines.
    For the political situation, Indonesia had successfully passed a critical period to transform from New Order to reformation era. In this era, Indonesia has shown to the world as democratic country by her success on twice direct Presidential Election in 2004 and previously in this year. Democratizing is not only implemented to central government but also to local government to elect governor, major or regent. Meanwhile, this year the Philippine is getting closer to the General Election which will be held in 2010, which means that this year is political year to face next election. By the leadership of Her Excellency President Gloria Macapagal Arroyo and the matureness of people as well as politicians of the Philippines, I am sure that the Philipines will successfully pass this event and prove as one of democratic countries in the world.
    Ladies and gentlemen,
    Secondly, I will talk about the cooperation achievement in the field of defense and security. The fact is that our two countries have made agreement on cooperation of a four – main agendas which is security, politic, education and training. This agreement has been reached on His Excellency President of Indonesian Susilo Bambang Yudoyono visit to the Philippines on June 2005. This cooperation have been expanded and implemented by two countries. Focus on defense and security cooperation; many achievements of the cooperation have been done by the two countries. According to Indonesia’s defense white papers, those establishment of Joint Border Committee (JBC) to carry out border patrol, communication, cross border monitoring and intelligent are the success of the two country’s cooperation. Fighting against the threat of transnational security and terrorism by the RI and RP is another accomplishment. Furthermore, annual intelligent exchange conference and student officers exchange are the two programs which are established in order to tighten the two archipelagic states relationship.

    Thirdly, I will describe about the cooperation enhancement. As Military Attaché, I hope that I can expand the cooperation, especially in the field of defense security. To enhance the achievements that have been realized by the RI and RP, some more programs could be built in the future. Firstly, to intensify cooperation in education and training by increasing the quota of student officer exchanged. Secondly, to conduct counterterrorism joint training is crucial to increase the capability of the two – country’s counterterrorism force on fighting against terrorist attack. The last one is to carry out cooperation in defense science and technology matters especially in areas where defense research and development can benefit for the two countries from the unique environment possessed by each country.
    Finally, I am looking forward to working even closer between Indonesia and the Philippines, and I hope that I will get support from you during my tenure as Military Attaché in this great country.

    How to Improve Armed Forces Relationship Between New Zealand Defense Forces and TNI (Indonesian Armed Forces).

    To begin with my speech, I would like to thank and highly appreciate to hosts and organizers of this very important meeting, especially Major General Jerry Mateparae for the warm acceptance this morning and the opportunity you have given to me.
    Before I start my speech, please allow me to introduce myself, my name is Ishak Setyadi Sjam, Colonel Indonesian Air Force, I have been in Wellington since 3 months ago. It is indeed a great pleasure for me to be here today to present about how to improve our armed forces relationship.

    In this lovely morning, I would like to describe the background of the NZDF and TNI cooperation, the second topic is to inform you the current cooperation program between us and then I would like also to propose the possibility cooperation improvement in the future.
    As we know that regarding our interests in regional and global security, our two countries have similar concern on some issues. TNI recognize, that NZ Defense Forces has great experiences in maintaining stability, peace process, and also playing active role to deliver humanitarian assistance such as in Tsunami Disaster in Aceh Province and Bali Bombing. Besides, TNI also attends some joint exercises with other countries in the region such as Australia, Thailand, Philippine, Malaysia, Singapore. Therefore, I strongly believe that a lot of knowledge and lessons can be learnt from both Armed Forces dealing with such kinds of experiences. It will be great if we could share and transform all good things for the best of both Armed Forces.
    Furthermore, defense cooperation between New Zealand and Indonesia in 2006 began to experience many changes, especially after the meeting between Indonesian Minister of Defense and Minister of Defense of New Zealand in June 2006 in Singapore. As a follow-up of this meeting, New Zealand Defense Force offers some cooperation such as study at Command and Staff College, study tour and application New Zealand Command and Staff College to Indonesia.

    I also would like to inform you that according to TNI (Indonesian Armed Forces) Law, the main tasks of Indonesian Armed Forces are to uphold national sovereignty, to guard national territory and to protect the people of Indonesia. These main tasks will be a guideline for Indonesian Armed Forces to do their assignment properly including arranging military relation with other countries.
    To accomplish these main tasks, Indonesian Armed Forces is conducting military cooperation with friendly countries. Military cooperation with friendly countries are to enhance soldier professionalism.
    Therefore, in this lovely morning, I would like to propose some possible enhancement to get additional military training and education in order to develop understanding, military culture, transforms knowledge, sharing ideas and experiences concerning with defense or security issues. As we already know that for the time being, we only send one officer from TNI to study in NZDF Command and Staff College, and mostly they are from the air force, hopefully in the years to come besides in NZDF Command and staff College your armed forces could offer us not only in the armed forces but also in New Zealand universities to assist our soldier to improve their professionalism and expertise, it will be very beneficial for TNI facing the world issues in the future with a wider perspective.

    Good morning, and thank you for scheduling this meeting. I hope this occasion will be fruitful to our relationships. Let me introduce myself. I am colonel Aang Suharlan new Indonesia Defense Attaché in Yangon Myanmar. It is real honor for me to continue my predecessor works in enhancing cooperation among, Indonesian Armed Forces TNI and Myanmar Armed Forces “Tatmadaw”.

    Excellency. First and for the most, I would like to begin with great appreciations to the Excellency despite of your tight schedule and your valuable time, you agree to accept my honor visit to your office. I am honour and humbled to deliver my speech. Before I continue my speech, I wish to congratulate you upon your assignment as Chief of Staff of Tatmadaw. I believe that under your command Tatmadaw will continue its great contribution for the national development of Myanmar.

    Let me start with describing our historical background. Surprisingly, Indonesia and Myanmar share a quite similar glorious history. In the past Myanmar was united by prosperous and powerful Kingdoms Bagan and Konbaung which are comparable to “Majapahit and Sriwijaya. Being colonized by the western colonialists, we fought a long war in achieving our independences. Nowadays, Myanmar is facing political turmoil, separatism, human right issues, democratization, economic crisis, natural disasters, and embargoes, which are imposed by foreign countries; those upheavals were once experienced by Indonesia. There are other considerations for example; Indonesia and Myanmar’s threats perceptions are shaped by our external and internal experiences. Accordingly, threats to the national unity, territorial integrity and sovereign independence of the state are the most important security objectives and considered as threats to the security of both states. Consequently TNI and Tatmadaw adopt the same strategy and doctrine called Total People Defense. Therefore, TNI and Tatmadaw serve the country similarly.

    Excellency, gentlemen
    I wonder if you have considered TNI’s achievements. TNI has implemented internal reform successfully, accordingly TNI enjoyed the close cooperation with many armed forces in rebuilding areas following the devastating tsunami in Aceh and the earthquake in Yogyakarta and Central Java. Indonesia also enjoyed the successful signing and implementation of a Memorandum of Understanding that has brought peace to the province of Aceh. Moreover, TNI played an important role for two very successful Presidential Elections in 2004 and 2009. These Presidential Elections are two of our stone miles for genuine democracy.

    Seen from another angle, I have to say that Myanmar has proved its willingness and commitment to overcome the trials and tribulations peacefully. Legal fold worked effectively to solve separatism and rebellions without carnage; accordingly the world is looking forward to eye witnessing the 2010 Myanmar’s general election with great expectations. In this spirit, Indonesia stresses the importance of a united, democratic, pluralistic and prosperous Myanmar to the region and beyond, therefore the relationship between Indonesia and Myanmar is one of strategic interest.

    Excellency,
    And I think my meeting with you, General, scores the point that Tatmadaw and TNI as patriots will always guard the existence of the country. It is essential to realize that Tatmadaw and TNI have the same interests in increasing our professionalism, and capabilities in serving our countries. I feel that in view of our interests it would be prudent to establish defense cooperation between two armies. Therefore if I may make a suggestion, there are big possibilities to cooperate especially in the field of education, training, military personnel exchanges and military assistance.

    If I may conclude it is common interest for TNI and Tatmadaw to establish defence cooperation for better dedications to the country. In this spirit, I should like to wish for the health and success of the Excellency Chief of Staff of Myanmar Armed Forces, General Khin Nyunt, to the friendship between Tatmadaw and TNI, and to the progress and to the welfare of our soldiers.

    THE PROPOSED PROGRAM ON MILITARY COOPERATION
    BETWEEN TNI AND US PACOM FY 2009

    1. Introduction

    The honorable Chief of Indonesia Defense Language Center.
    The instructors, senior officers, ladies and gentleman

    Good morning and thank you for giving me your attention and allowing me to explain the proposed of development program on military cooperation between Indonesia National Defense Forces and United State Pacific Command in financial year 2009. Before I continue my presentation, please allow me to introduce my self, my name Colonel Anwar Saadi. I will be posted in my next assignment as a Naval Attaché in US.

    The US and Indonesia military cooperation is established as the channel of communication and coordination for all military to military activities and issues between the US Armed Forces and TNI. The US Armed Forces are represented by US Pacific Command, also known as US PACOM and the Indonesian Armed Forces are represented by the Indonesia National Defense Forces, also known as TNI.

    2. Scope.

    The scope of my presentation will cover: introduction, background, proposed program, recommendation and conclusion.

    3. Background
    a. The US and Indonesia have long enjoyed good relation. The two countries need to cooperate in various fields including military matters to maintain regional stability and development. The cooperation between TNI and US PACOM will give positive impact to enhance the relationship not only between the two military organizations but also between two countries.
    b. US Congress reopened IMET program and established grant military training assistance to TNI. The military training assistance consist of military education, training, exercises, and another exchange programs in various field such us military operation, intelligent, logistic, personnel, legal, disaster management, humanitarian assistance and related subjects for the army, navy and air force.
    c. US military has supported and participated on the disaster relief operation in Aceh, North Sumatra and Nias after the tsunami. The US military worked together with TNI to save lives, delivers supplies, and evacuate the injured. The difficulties of tsunami disaster in Aceh and other parts of Indonesia has made two military organizations closer and has made us better friends. It is good opportunity for both sides to continue the cooperation on the disaster relief matters as follows joint operation, training, education and assistance.
    4. Proposed Program

    The cooperation program of TNI and US PACOM reviews annually through initial planning meeting which is attended by both delegation and held in Jakarta or Hawaii. Base on the previous meeting, the cooperation programs was divided into four sections which are military training and exercises, education and specific program, intelligence communication, and logistic program. I would like to propose for the next military cooperation program. Hopefully, it will be conducted in 2009 as follows:

    a. Military training and exercises program. This program will cover joint training and exercises followed with planning, coordinating, and reviewing the TNI and US PACOM combined program of operational military training, exercises and humanitarian assistance and disaster relief projects.

    b. Education and specific program. This program will produce a coordinated list of educational exchanges, seminars and other activities related to academic exchanges, public affairs, information operations, legal affairs, and research and development.

    c. Intelligence and communication program. In this program the two armed forces will conduct exchange military threat and security information, coordinates bilateral training and exercise related activities undertaken to improve bilateral capabilities in collecting, assimilating, analyzing and disseminating military threat and security information.

    d. Logistic program. Logistic program will covers coordinates and reviews combined programs of mutual logistics cooperation between two armed forces. Logistic program will monitor logistics issues that include information regarding procurement programs and consideration requests for logistics training such as seminars, on the job training, facility visits and exchange programs.

    5. Recommendation

    a. The implemented programs give many benefits to the both armed forces, especially those who relate to the disaster responses regarding to the recent situation and condition in Indonesia. Indonesia still has to face many earthquakes followed by tsunami in the future. The natural disasters take a lot of casualties, not only lives but also facilities. For that reason, I recommend for the next year programs will provide more disaster relief training and education to respond the issues dealing with civil military collaboration in all phases of disasters.

    b. Recently, international terrorist is the primary out side threat to the security in Indonesia. Training or exchange relating to counter terrorism is an important thing to do as Indonesia has to fight terrorism together with the international society. TNI needs more reference how the nation may use its armed forces to assist the police in the conduct of law enforcement against terrorism as a military threat.

    c. The others potential threats to Indonesia securities are included sea robbery and piracy. Indonesia has concerned on the maritime security in the national waters territory. Handling the maritime security problem becomes strong commitment which is reflected in the action it has taken so far on the field such as sea exercises and coordinated patrol with other littoral states. It is not necessary to include troops from out side country. What TNI was needed just exchange of intelligent information, equipment and training assistance on the maritime security matter.

    6. Conclusion
    TNI want to continue developing their personnel capability through the training and exercises, education and exchanges on the specific program which are conducted base on the cooperation program of TNI and US PACOM. The implementation programs give many benefits to TNI, especially those who relate to the disaster responses, combating terrorism and maritime security matter regarding to the recent situation and condition in Indonesia.
    Through this cooperation which is base on equality and respectfully, the two armed forces can increase the mutual understanding and continue to find common ground that strengthens security, stability, economic development, and regional prosperity.

    Through this friendly event, on behalf of the Indonesian Commander In Chief General Djoko Santoso and the members of Indonesian Armed Forces, I would like to extend our sincerest thanks and high appreciation to General Songkitti Jaggabatara, the Supreme Commander of Royal Thai Armed Forces and staff for a very warm welcome.

    The purpose of my Courtesy Call today is to introduce my self as new Indonesian’s Defence Attaché in Bangkok on the period of 2009-2012 and to promote the DEVELOPMENT OF DEFENCE COOPERATION INDONESIA – THAILAND

    In this important meeting, I would like to inform and discuss some matters within the context of continuing our military cooperation, that are classified into three items. The first part is about the Background of the Military Cooperation. The second one is about the program Conducted FY 2008. The last one is about the Proposed Program FY 2009. In this occation, I would also like to offer some recommendation due to enhance our cooperation in the future.

    Background of the Military Cooperation.

    Historically, the relationship between Indonesia and Thailand has been established along time ago. This relationship is extremely increased when the late Celestial Prince Krommaphra Nakorn Sawan Vorapinit, for a political reason had to leave Thailand in 1932. He choosed Indonesia to be his place of exile and settled in Bandung, the capital city of West Java for 16 years. This historic event, furthermore, has been followed by Indonesia and Thailand, particularly for both our Armed Forces to tighten the military relationship on the spirit of ASEAN, with lovely peace and mutual respect to each other.

    The approval of TOR (Term of Reference) as a second agreement between TNI and RTARF on 28 th March 2007 by TNI C-in-C Marshall Djoko Suyanto and Supreme Commander Gen Boonsrang Niumpradit in Chiang Mai, Thailand was providing the essential legal foundation for our community building process, as well as an umbrella for those kind of military cooperation between our two countries.

    In relation to the Indonesia National Reform, I would like to inform that, the Indonesian National Armed Forces / TNI has been carrying out its Internal Reform. Therefore, TNI has commitment to have a professional soldier as an instrument of the State Defense Forces, it means that TNI politics is state politics, TNI doesn’t involve in day-to-day politics but its in neutral position from politics life. As a consequence of this policy, TNI will concern to increase International Military Cooperation, particularly with ASEAN countries.

    Program Conducted FY 2008
    Cooperation and relationship of Indonesian National Defence Forces and Royal Thai Armed Forces is renewed annually through Initial Planning Conference which held continuously in Indonesia and Thailand. The programs have been conducted during the FY 2008, as following:

    a. Senior Officer Visit Exchange including signing TOR Indonesia-Thailand High Level Committee.
    b. Seminar and meeting (Army to Army Talk, Navy to Navy Talk and IPC Joint Training Exercise).
    c. Joint Exercise TIGER XII between Kopassus and RTASF (Royal Thai Army Special Force).
    d. Joint Exercise COBRA GOLD between TNI and Multinational Force (US Army, Royal Thai Armed Forces, SAF, JSDF and Pacific AF) under the UN Peace Keeping Department with theme Civic Mission.
    e. Joint Exercise ELANG THAINESIA between TNI AU and RTAF.
    f. Student Exchange: Seskoad, Seskoal, Seskoau, Sesko TNI and Lemhanas.
    g. Cadet Exchange between AKMIL and CRMA ( Chulachoklao Royal Military Academic).

    Proposed Program FY 2008
    Due to the Annual Defence Cooperation Program between TNI and Royal Thai Armed Forces there are many programs, that will be suggested for FY 2009, as following:

    a. All Program FY 2008 should be renewed to FY 2009.
    b. Additional number TNI’s Officer to Joint RTA, RTN, RTAF’s Staff College, Joint Staff College and NDU.
    c. Intelligence Exchange between Army HQ and Royal Thai Army.
    d. Thai Language Course for TNI’s Officers
    e. Cadet Exchange between AAU with Royal Air Force Academic
    f. Cadet Exchange between AAL with Royal Military Academic.

    General Songkitti, Distinguish officers,

    To enhance the cooperation and strengthen our relationship, we are fully expecting the future of cooperation and relationship between TNI and Royal Thai Armed Forces. That will be improved by widing the area of cooperation and increasing the number of program and participants.

    Several collaboration which have been developed should be more progressed and focused on the involvement of military activities such as; regional security, terrorism prevention and transnational crime recently. Therefore, I intend to appreciate the Supreme Commander of Royal Thai Armed Forces and staff, if several comments could be made during my visit.

    Let me begin with introducing myself and my family. I am colonel Nurchahyanto. I am an Army Air Defence Artilery Officer. I graduated from Military Academy in 1987. During in the Army, I spent about 11 years in Air Defence Artillery Unit as a Platoon Leader up to Batalyon Commander, and about 5 years in Intelligent Unit as a Staff Officer up to Commander of Intelligent Detachment. I also spent 4 years in Territory Command as a Commander of Military District Command and Chief of Staff in Military Resort Command.
    I am married with two children. My wife, Evy Trisula Wijayati, she is a good cook. My Son, Aditya Dimas Cahyaputra is 14 years old, he loves music very much and he plays keybord very well. My daughter, Dinda Novita Cahyaputri is 9 years old, she loves dancing very much.

    Actually, this is not my first visit to your country because I have been here as student officer when I attended Air Defence Weapon System Course in Salisbury twenty years ago.
    I feel very honored to be here as a Defence Attache to your country, because as I know that the United Kingdom is one of the developed countries and one of the strongest Armed Forces in the world .

    Ladies and Gentlemen,

    I would like to take this opportunity to promote defence cooperation between Indonesian Armed Force (TNI) and British Armed Forces (BAF). As I notice that the defence cooperation between Indonesia and United Kingdom has already been established for many years ago . The cooperation is based on the principles of sovereignty, equality of the states, non – interference and common understanding in the field of defence to contribute the international peace and prosperity. The two countries have enjoyed very good cooperation over the years because the cooperation can establish mutual interest in order to strengthen the relationship especially between Indonesian Armed Forces (TNI) and British Armed Forces (BAF).

    In the past, the defence cooperation greatly involved a number of purchases of primary military equipment for Indonesian Armed Forces (TNI) such as Aircrafts, Air Defence Artillery Weapon Systems, Scorpion Tanks, Tank Transporters, Vehicles, etc. Besides, the two Armed Forces have already done a mutual visits and student officers exchange for staff-colleges and professional training. This programs can give an insight of international security issues, science and technology, and others that related with the two armed forces relation.
    Currently and in the years to come, the defence cooperation will be focused on strategic discussions on the defence sector through information exchange and comparative study. In order to face the next challenge, defence cooperation between the two Armed Forces will be strengthened through several military cooperation programs. There are some programs to be developed such as;

    a. Student Exchange for some military education and training such as Centre for Defence Strategic Studies (CDSS), Joint Forces Staff College, Command and Staff College and professional training. The purpose of this program is to give some information concerning with the culture, history, skill, science and technology for both Indonesian Armed Forces and British Armed Forces officers. The education and training program can be intensified by increasing the quota of student officer exchanged.

    b. Annual Intelligence exchange. The purpose of this program is not only to get the latest information regarding with global and regional security but also to get the understanding of the importance of intelligence sharing in the new security environment.

    c. Combined Counter Terrorism Training for Special Forces. Indonesia and United Kingdom have the commitment of war on terrorism as common threat and the two countries have also an experience in combating terrorism. In many years The United Kingdom conducted war on terrorism in order to counter the Irish Republican Army (IRA), a terrorist group that committed to ending British control of Northern Ireland. While Indonesia has also an experience in countering terrorism group in Indonesia, like Jamaah Islamiyah that has conducted terrorist acts in many parts in Indonesia. By combining counter terrorism training, the two Special Forces can improve the capability in combating terrorism as a common threat.

    d. Education and Training for Peace Keeping Force. Indonesian Armed Forces and British Armed Forces are joining with other countries in Peacekeeping Operation under the United Kingdom mandate in order to establish conducive situation regionally and internationally. The purpose of this program is to exchange the knowledge of doctrine and policy in peace keeping operation. We realize that the cooperation among United Nation forces is become important to accomplish the UN mission around the world.
    Through these programs, I am absolutely convinced that the relationship between Indonesian Armed Forces and British Armed Forces become closer and better understanding each other in order to face the challenge in the new era.

    In conclusion, Indonesian Armed Forces and British Armed Forces have enjoyed very good cooperation over the years. The defence cooperation strengthens not only the two Armed Forces, but also the two countries. In the future, the two Armed Forces have to work hard together to enhance the relation in order to face the 21st Century that may have security implication in international relation.

    Finally, I look forward to working more closely with you to enhance this very important relationship. I hope that God will give His guidance and strength to all of us in serving our respective country.

I am Ltc Wahyu hadi as a new defense attaché in Papua new guinea. in this occasion I would also like to describe the partnership between two countries until this coming year and propose some programs to cope our challenges in the future. I will divide my presentation to be 4 parts as follows :

    A. BACK GROUND
    B. CONDUCTED PROGRAM FY 2009
    C. PROPOSED PROGRAM FY 2010
    D. RECOMMENDATION / ASSESSMENT

    1. BACK GROUND.
    a. Since long time ago the relationship between the Government of Indonesia and the Government of State PNG already have been tightened in close partnership. It is proved by joining PNG Government to be the member of the ASEAN countries.

    b. As we know, up to now global international conflict has been current issue which is discussed by every state leaders in the world. it means that this issue is very important and urgent to be solved in this period. This issue will focus to talk about border problem and rebellion. To carry those challenges out by improving our recourses by conducting some cooperation such as Joint Border Committee , Military Education Cooperation, Senior Visit Exchange and of course Intelligence Exchange.

    c. Border problem, rebellion is already having a detectable impact on keeping stability on that Region particularly controls the rebel and illegal cross-border. Both Countries have same interest maintain and keep that area as our sovereignty. Based on mutual understanding and mutual concern we can do some cooperation and implement them in the field by forming Working Group to cope those matters more effectively.

    I also inform you that until this coming year both countries already conducted some cooperation as follows :
    2. CONDUCTED PROGRAM FY 2008
    – Joint Border Committee.
    Border cooperation has been established as well several meetings have been held, in other`case` the cooperation is limited in the high level. The Implementation is too hard to actualize because of limited ability in the management.
    – Military Education Cooperation.
    The Military education Cooperation is not optimum enough, because of there is limited Indonesian Senior official Visit at this time. In Fiscal year 2009 there is only one Student to participate to be a student in Staff and Command College.
    – Intelligent Exchange.

    As we know that both Governments have same interest in maintaining the sovereignty. To support the policy is required accurate information , but it can not be actualized because there is no Intelligent exchange. It can be happened caused by there is no discussion at the top level of it.

    To carry shortages out , I would like to propose some programs in FY 2010 as follows :

    – Joint Border Committee.
    To keep the border Cooperation runs , The discussion held not only on the top level but also implemented to the implementer level.it is necessary to be formed working groups that discuss the activities in the implementer level such as joint patrols and the determination of trouble spots

    – Military Education Program.
    It is necessary to increase military officer visits of Both countries and create a mutual understanding and confidence . therefore both governments will send military officer` join to the Military education conducted by Both countries
    – Intelligent Exchange.
    It is necessary to conduct intelligence officers visit of the two countries as a primary formulated cooperation . This programs are expected become a real intelligence cooperation. By having the formulated intelligence cooperation is expected to get accurately intelligence information inputs to both the government s in determining the further policy.

    All my presentation already give clear illustration that those problems can disturb not only stability on that Region but also directly our interest. For thus , I would like to recommend as follows :

    – First

    I would like to begin with a happy note expressing my deepest honor for the acceptance of my first courtesy call as Indonesia Army Attaché in Singapore. I also would like to extend my most sincere appreciation to the Government of Singapore for the approval of my appointment as Indonesia Army Attaché in Singapore.
    I feel much honored to be Indonesia Army Attaché here in this country, because Singapore is a beautiful and very important country in Asia especially ASEAN, where people respect each other and live with harmony. Singapore and Indonesia have come a long way together as two proud nations that cherish good and honest diplomatic relations. As far as we Indonesian people have seen, Singapore by this time has become wealthy and stable developed country in the region, by which we understand that both high spirit of the people of Singapore and good governance have contributed for well being of Singapore today.
    As for my country, Indonesia since its independence has been willing to build a good relationship with every nation in the world based on equality, sovereignty and respect for humanity. Today Indonesia is the third largest democratic country in the world, with respects to diversity. Indonesia had succeeded to carry out the second direct general election by which the Member of Parliament and the President of Indonesia were elected directly by people. Indonesian people were very happy to participate in that party and the situation before and after was very conducive.
    As I mentioned before, over the years, our countries have enjoyed a very good relationship, whether in politic, economic and military cooperation. Indonesian Government believes that Singapore will remain as a strategic partner for many reasons. So It’s a great challenge for our present and future generation to intensify the already close relationship especially for military cooperation.
    Indonesia assumes the Singapore Armed Forces to be professional, skillful and modern, while Indonesian Armed Forces is highly appreciated for its high standard of spirit and experiences in many local and international military operations. Therefore in the future, Indonesia and Singapore Armed Forces can make more benefits of a closer partnership by sharing each added value.
    Interwoven into my appointment as Indonesia Army Attaché here in Singapore, I expect greater military coordination, more active consultations on important issues in order to enhanced military cooperation between Indonesia and Singapore. I understand that Singapore and Indonesia has created a working body to accommodate all plan and programs agreed by the Armed Forces, which we call it Indo-Sin Joint Army Training Working Group (ISJATWG) with a co-chairman by the deputy chief of operation of Indonesian Army and Assistant Chief of General Staff (Training) of Singapore Army. Even so, I believe with your help and cooperation, I will be able to contribute for the benefits of our Armies by doing my best as long as my assignment in this beautiful country.
    Among advantages that come from a closer and good relationship between Indonesia and Singapore in defense and security, some can be mentioned, such as a mutual use of military facilities of both countries, a chance to strengthen an the understanding between the two armies in terms of culture and operation, a chance to use advanced defense technologies of Singapore for developing weapon system of Indonesian Army.
    Based on the facts that Singapore is one of the closest neighboring countries of Indonesia in the region, and the benefits the two countries may get from their closer cooperation especially in defense and security, it is easy to understand that The Republic of Indonesia and The Republic of Singapore have a need in intensifying and extending their cooperation in field of defense and security.
    However, there has been consideration to strengthen the cooperation in training and education field, especially for Junior Officers. The back ground of this idea is that by studying earlier together, those young officers will have better understanding in the future, when they take over the key position in the Armies. The reasons why we need to build earlier cooperation between our junior officers are, first because officers of this branch will do a lot in the cooperation at strategic and operational level between the Armies in the future, secondly the officers involved in any training so far are mostly middle or senior officer only, about whom we know that upon their arrival back to their country they frequently move to another area of assignment. Thus, things they have gotten from the training we provided them are often left behind.
    Once again I would like to put a stress on the need to strengthen the cooperation and relationship that we have reached so far. One of the ways for strengthening the cooperation and relationship is to try to build the understanding earlier between our young officers on whom we all rely for the future of success of our Armies. By agreeing on these issues, I believe the future of our military relationship will be full of confidence and great expectation.
    Before I finish my remark, let me again express my warmest thanks for the very friendly welcome from you that gives me confidence to undergo my posting here in order to contribute as much as possible for the benefits of Singapore and Indonesia Army.

    Secondly, I would like to extend my sincere gratitude to the Minister of Defense ,because it is a great pleasure for me to be given the opportunity to deliver speech in this important forum.
    Before beginning speech, please allow me to introduce my self as new defense attaché. I am Lieutenant Colonel Afini Boer, I have married and have two children. I Thankfull for the approval on my recent appointment as defense Attaché in this Country. Its honor for my self appointing as defense Attaché in this Country. Therefore I will use my Chance to strengthen and tighten our two countries relationship that already established. As neighbors, Indonesia and Malaysia need to co-operate in various fields to maintain regional stability and development. This is especially vital in this modern era of globalization. In this special occasion as the new defense Attaché I would like to convey that I will continue and enhance our good cooperation especially in defense sector.
    In this good opportunity, I would also like to express my gratitude for the cooperation that has been established in the sector of defense during this time.
    I would also like to express my gratitude for the relief provided by participating your country to the unfortunate victims cause of Tsunami earthquake in Java on july 2006. I wish that the relationship and cooperation between our two countries in general and our two institutions in particular would be further enhanced.
    We also realize that our two countries face not only international challenges but also the regional ones that require attention and hard work from all of us.
    In general, the cooperation between our two countries has also run well. I expect that in the future our cooperation and communication could be enhanced to get positive solution for the interest of our two nations. There are a lot of problem that are faced by our two countries and must be solved as soon as possible such as Malacca strait issue, border problem, terrorism , illegal logging, human trafficking and etc.
    As We know that the International problem in the aftermath of this year is too much and too difficult if we solve by our own country without participating the other regional country. That is why the situation force us to organize the regional cooperation to face our continuous challenge in the future.
    There are some possibilities to increase our cooperation in the future especially in certain aspects such as :
    -Joint Border security.
    In fact, border cooperation has been established and several meetings have been held, but the cooperation is still not optimum, especially in the level of Implementation. It is hard to actualize because there are still some misunderstandings in the operational level.
    – Intelligence Exchange.
    As we know that Both The Government of Indonesian and the Government of Malaysia has the same interest in maintaining their national strategic interests. To focus on the need, it is required some accurate information from both sides, but it can not be actualized because there is no comprehensive action in order to Intelligence exchange, caused by there is no formal agreement (MoA) at the top level yet.
    Furthermore, I hope that our relations and cooperation would be further strengthened and enhanced. I also wish that we could exchange views at the most convenient occasion.

    First and foremost, I would like to say that I am deeply honored by the invitation extended to me to address you this morning. It is always a pleasure to come here. I have pleasant memories of my visit about a year ago when I was a guest at your round table conference. But, today, I attend this meeting as Indonesian Military Attaché who also has a job to increase and maintain a good relationship between Australian Army and Indonesian Army. Therefore, I believe this is a great moment for us to strengthen our cooperation. I still remember vividly the difficult questions that some of you asked on our last meeting, and I hope that I am prepared to answer a few more at this meeting.

    Distinguished guests.
    Today, I bring with me a proposal that I am going to present. The main subject of this proposal is about the additional of Army to Army engagement programs for the year 2010 which needed to be considered by Indonesian Army and Australian Army. I firmly believe that the program I am offering will give a lot of benefits, not only for both Armies but also for the Armed Forces in the future.
    The scope of this presentation will cover some area such as the background, current education and engagement programs especially in 2009, additional engagement to be promoted in 2010, and the benefits for Australian Army ( including ADF) and Indonesian Army ( including IDF).

    Before explaining to the background of the proposal. I would like to quote some words about “a narrow window of opportunity“. These simple words suggest us to think always about the positive things that could be taken while we face every challenges or hard situation, there will be an opportunity. This opportunity will appear shortly, so we must be able to grab and use it. Therefore, I would like to emphasize the background of this proposal would be observed from perspective of opportunity we have.

    Firstly, since 2004, Indonesian Government has more focused to the security reform of IDF. This security reform is related to IDF internal reform that has been implementing since 1999 through some aspects such as military doctrine, military structure, and military culture. As consequences, the Chief of Indonesian Army has decided that one of the targets of its reform will be implemented by enhancing the quality of Indonesian Army personnel to be professional soldiers. It means the Indonesian Army will more concern to promote the education and training for Army personnel, especially transforming military knowledge in some major subjects. For instance, by developing command and leadership, defense management, planning skills in strategic and operational level, developing skills on humanitarian and peace keeping mission, including the prospect to conduct peace making operation under the United Nations in the future. However, it is a challenge for IDF, especially for Indonesian Army to conduct significance steps of efforts to be professional. It is quite clear that by giving education and training with proper knowledge and experiences will enhance and develop the quality of military personnel to meet standard of professionalism.

    Secondly, since 2007, Indonesia and Australia had signed an agreement known as Lombok Treaty, which focused ten majors cooperation; defense, law enforcement, counter terrorism, intelligence, maritime security, development safety and preventing on proliferation of weapon of mass destruction, cooperation in handling emergency crisis, and other security issues. This treaty has been ratified by both countries, and took effect since February 2008. Based on Lombok treaty, it is obviously stated that Indonesia and Australia have the same perspective and interests handling the stability, security and threats in our region for the next decade.

    Thirdly, Indonesian Army recognize that Australian Army has great experiences in maintaining stability, peace process, and also playing active role to deliver humanitarian assistance and involves in peace making operation around the world. On the other hand, recently, Indonesian Army actively sending his units and personnel support the UN mission around the world, such as Congo, Sudan, Sierra Leone, Georgia, Lebanon, and Nepal and so on. Besides, Indonesian Army also involves some joint exercises with other countries in region. Therefore, I strongly believe that a lot of knowledge and lessons can be learnt from both Armies dealing with such kinds of experiences. It will be great if we could share and transform all good things for the best of both Armies.

    Distinguished guests.
    In current year 2009, there will be 51 education programs for Indonesian Army has been offered by the ADF. These programs consists of some basic course for junior officers, specialist officers courses for offensive support branch, seminars, post graduate studies, other course for senior officers. Besides, there will be 21 engagement programs such as dialogue; secretariat meeting and Army to Army talks, Army senior officer visit; by Chief of Army, Special Forces and SOCOM, Pangkostrad. Furthermore, some training exercises between two armies will be held, for example ex. Dawn Komodo, JOCCIT, ex. Long reach for regional contingency. Including exchange programs; ex. Kartika burra, Foreign Academics Exchange Program for Army cadets, SOCOMD attachment to Kopassus, and other activities.
    These kinds of programs are part of ADF and IDF commitment to support both Indonesian Army and Australian Army to cooperate closer in every aspect of interests, in order to develop understanding, military cultures, transforms knowledge, sharing ideas and experiences concerning with defense or security issues.

    Based on opportunities and current engagements which already exist, I would like to bring up a proposal to get additional engagement programs for year 2010. Firstly, the Lecturer Exchange. This exchange is for the officer who has position as lecturer or directing staff at Army Command and Staff College. The priority will be given to the Lieutenant Colonel. Indonesian Army would like to request a lecturer or directing staff from Australian Command and Staff College (ACSC) to give lectures at Indonesian Army Command and Staff College. Subjects of study will cover some aspects, such as conducting joint operation within Arms Forces, command and staff procedures, planning skills in strategic and operational level. Besides, Indonesian Army will send a lecturer from Indonesian Army and Command Staff College to be directing staff at ACSC.

    Secondly, it will be great, if Indonesian Army Reserve and Strategic Command and Australian Army have a program to conduct joint exercises for peace keeping operation, humanitarian operation and peace making operation. Therefore, at the beginning Indonesian Army will request to send some officers to study at Australian Peace Keeping Center, in order to develop staff planning skill for UN mission.
    The intension of these programs are to increase and develop the standard of professionalism for Army officers of both countries, especially to prepare and plan joint operations whether in operational or strategic level which match to international standard. In addition, it will strengthen and enhancing relationship of both Armies. It is my considered opinion that there will no border for the Arms Forces to hand in hand to establish peace and stability for our region in the future. We should start and create from very beginning to prepare and work closely.

    There is no doubt in my mind that a lot of benefits could be taken by agreeing this proposal. We would be able sharing knowledge and experiences on how to conduct joint operation, developing command and leadership, developing staff planning skills and performing joint task forces for UN missions; humanitarian, peace keeping or peace making, and transforming to equal standard of operation with other nations to conduct bilateral or multinational missions. More over, it will strengthen relationship between both Armies as an institution, develop understanding between military personnel and promote military cultures of both countries.

    Finally, may I conclude by thanking you once again for your great attention and time which you have been given to me, I look forward to hearing from you at your earliest convenience.

    Good morning,

    First of all, I would like to extend my sincere appreciation and thank you for your warm welcome to me as a new Naval Attache in this beautiful country, and one of the closest neighboring countries of Indonesia. In this occasion I would say thank you for scheduling this meeting. I hope this occasion will be fruitful to our relationships. Before continuing my remark, let me introduce myself, I am Colonel Edi Sucipto, I am Javanese, I prefer to be called edi. I have been in service of the Indonesian Navy for twenty years. I am married with three children. I am honored to represent of my country as Naval Attache, and I will do my best to enhance a better relationship and gain what have been reached before between our two countries for premising future. On this remark, I would like to present “optimize of the program coordinated patrol between Indonesia Navy and Malaysia Navy”.

    Gentlemen,
    As we know, Malacca strait provides major sea routes connecting almost around the world. Around fifty thousand to sixty thousand ships including oil ship, trading ship passing this area every year or seventy percent seaborne trade which is more a half of the world trade activity take place. Malacca Strait is the one of the most important sea line of communication and international oil trade. The geographical position of Malacca Strait became very strategic choke point as a connection for all continents. Malacca Strait is the shortest route links the Indian Ocean and Pacific Ocean. The user ships can save the time, save the money and energy. So, Malacca strait become very critical point to the security, social and economy development for many country in the world. Many countries has concerned on the maritime security in Malacca Strait such as Australia. An estimate ninety percent of Australian trading ships across Malacca Strait through Asia and another continent every year.

    The Importance of the Malacca strait, to make the stability of the waters has to keep the security. Malaysia and Indonesia as a coastal state have tried to overcome some problems. Both of countries have done coordinated patrol by Indonesian Navy and Malaysian Navy. The call sign of the program coordinated patrols are Malindo (Malaysia-Indonesia) and MSSP (Malacca sea strait Patrol), which is Singapore also involves and Thailand immediately.

    Gentlemen,
    Base on memory of understanding number 101 in 2005, about bilateral cooperation between Indonesia and Malaysia, the coordinated patrol MSSP is conducted for 300 days and Malindo for 240 days in three quarterly, and every country to involve two warships for every kind of coordinated patrol. Event thought That Program is routine, but it has been given quite significant the security impact.

    There is no size surely of the security of Malacca strait, nevertheless that can be shown from the data inspection to some ships as anticipated impinge of rule when that pass in Malacca strait. This is the result of recapitulation data during financial year (FY) 2008 : At coordinated patrol MSSP, number of ships have been checked at three quarterly amount 924 ships from various of kind. And At coordinated patrol Malindo, numbers of ships have been checked at three quarterly amount 757 ships from several of kind. Base on the data, it can be seen the existence of Malaysian and Indonesian warships to protect Malacca strait. Hopefully, it can give deterrence effect in order to composed security in Malacca strait.

    The progress of technology, the growth of economic in the world, growing of the trans national crime and the geography condition of Malacca strait, there are require of effort to develop of stability in Malacca Waters, even though by preventive and repressive way. As a conclusion and suggestion, the program of coordinated patrol still must be continued and developed. The program must be enhanced aircraft maritime patrol to support of Malindo coordinated patrol. The function of aircraft maritime patrol is the eye elongation; it can be economical in operating some warships which include in the program of coordinated patrol. As a preventive step to face the growing of Tran’s national crime, it must be implemented and prepared anti piracy unit that prepared on board involved of the ship.

    First off all, I would like to begin my remarks by extending my sincere gratitude to Singapore Defense Minister, Mr Teo Chee Hean and Chief of defense force L.G Desmond Kuek Bak Chye.

    It would be very difficult, indeed, for me to express adequately my gratitude of the honor which has been conferred upon me by giving me an opportunity to address a presentation today about cooperation between TNI and Singapore Armed Forces.

    My presentation covers an introduction, followed by a brief overview on the history of Indonesia-Singapore defense cooperation and relations then, I would like to propose and discuss shortly about the programs of military educations and trainings.

    Ladies and gentlemen
    Allow me to introduce myself, my name is Mochamad Fadjar Sumarijadji and please call me Fadjar. I have been in the Indonesian Air Force for twenty years.

    It is indeed a very wonderful experience for me and my family to be here in Singapore. We feel very merciful by your warm welcome that you have given us since we arrived two weeks ago. It will be an unforgettable memory for us.

    Ladies and gentlemen,
    The bilateral relations of our two countries specifically in defense is based on a legal foundation, the ASEAN charter and several bilateral agreements, that covers all aspects of cooperation.
    Historically, a defense relation between Indonesia and Singapore was established in 1974 when the first biennial joint naval and air exercise (was) conducted. Since that time, Singapore defense relations with Indonesia have undoubtedly been its closest within South East Asia.

    in the late 1980’s and 90’s, as Indonesia-Singapore relations blossoms, military links became increasingly substantial. Thus, as a result, we became close partners who trusted each other, and worked together in controlling military threats.

    Indonesia and Singapore have bilateral programs on educations, training, joint exercises that are conducted annually in all of level of strategies. The programs train both Indonesian and Singaporean military personnel different kinds of skills, culture and language, as well as science and technology.

    In the Fiscal Year of 2009, there are many programs needed to be developed. Therefore, the Indonesian Government proposes some programs that have been designed to accommodate both Singaporean officers and Indonesian officers to be placed. For SAF personnel, TNI is proud and ready to accept them in:

    • Indonesian Defense University.
    • TNI Joint Staff College.
    • Army, Navy and Air Force Command and Staff College.
    • Combat Survival Training.
    • (Joint Exercise (still under preparation))

    As for TNI personnel, we demand if the SAF could place them in :
    • Singapore National War College.
    • The Joint Forces Staff College.
    • Education and Training for peace keeping force.
    • Education in the Information of Technology.
    • Simulator Training for helicopter pilots and G-fat training for fighter pilots and many other trainings.

    TNI had faced many problems in the past in order to carry out the programs. Considering the importance of this program and its effect for the future of our relations, I would like to ask you to enhance, and to intensify the spirit of cooperation, as well as to remove any obstacles, and difficulties that may arise

    Ladies and Gentlemen.

    We will enjoy long lasting and strong relations, only if we strengthen the ties of defense cooperation not only in one service but in all the services Army, Navy and Air Force.

    Finally, I’m strongly confident that Indonesia and Singapore will develop a strategic defense partnership which is beneficial for the two armed forces as well as it will promote closer relations, and better cooperation between the two armed forces.

    WELL SIR, I WOULD LIKE TO INTRODUCE MYSELF AND MY FAMILY. I AM COLONEL IND NAVY DJAKARIA, HAVE JOINTED WITH SERVICE FOR 22 YEARS. I WAS BORN IN NORTH SUMATERA IN MEDAN. DURING MY ISSIGNMENT IN THE SERVICE ARE ON THE WAR SHIPS EASTERN FLEET ARROUND 10 YEARS, HEADQUARTER 9 YEARS AND ON STRATEGIC INT AGENCY ARROUND 3 YEARS. MY HOBBIES ARE JOGGING, FOOTBALL BUT ONLY WACHING ON TV AND SOMETIMES PLAY GOLF.
    I AM MARRIED WITH 3 LOVELY SONS. MY WIFE’S NAME IS NELLY, SHE WAS BORN IN EAST JAVA ON SURABAYA. THE FIRST SON IS 16 YEARS, SECOND IS 12 YEARS AND THE THIRD IS 10 YEARS OLD.

    Distinguished officers,
    Ladies and Gentlemen,
    It is an honour and privilege for me to welcome you on behalf of the Government of Indonesia to this occasion to address you all in Bangkok. Your presence here today reflects your strong commitment to the enduring relationship between Indonesian Air Force and The Royal Thai Air Force
    I have called this meeting for the threefold purpose of, first, I would like to introduce my self and my family, next the background of defense cooperation, then, an outline briefly of military education and training programs.
    Let me begin with introducing my self and my family. I am colonel joko takarianto just called me joko. I am an airforce officer and I have been 20 years in service. I appointed to be a new Air Attache in Bangkok for replacing Colonel Fahru. I like to play golf, jogging, reading and traveling. Beside me my wife, Susi. She like to cook and traveling. I have one daughter, Litu. She likes singing and painting.. During my assignment, I want to learn a lot from you about the culture, habits and meet a new people.
    Distinguished officers
    To begin my presentation, kindly I would like to express my great appreciation to the Royal Thai Air Force for the opportunity given to me, due to promote the DEVELOPMENT OF AIR FORCE COOPERATION INDONESIA – THAILAND

    Military relationship between Indonesia and Thailand has been established for decades nearly as long as the existence of both Air forces. Although this relationship also suffers the wave of political interests between both countries.
    International Military Cooperation is very dynamic caused by many factors and the results used as foundation to make a good, proactive and dynamic planning, so that activities will run smoothly and produce good output. The activities should be conducted with great concern, good planning, directed, organize and base on Defence Cooperation Program between TNI AU and Royal Thai Air Force
    Although the military relationship of the two countries is not always harmonious, I do believe, as neighbor country, Indonesian Air Force must maintain the strategic relationship with Royal Thai Air Force despite of any interference between the two countries.
    Cooperation and relationship of Indonesian Air Force and Royal Thai Air Force is renewed annually through Initial Planning Conference which held continously in Indonesia and Thailand. The programs have been conducted during the FY 2008, are as follow :
    a. Officer Visit Exchange.
    b. Seminar and meeting
    c. Joint Exercise COBRA GOLD
    d. Joint Exercise ELANG THAINESIA between TNI AU and RTAF.
    e. Student Exchange : Seskoau
    Due to continue Annual Air Force Cooperation Program between TNI AU and Royal Thai Air Force there are many programs will be suggested for FY 2009, as follow :
    a. All Program FY 2008 should be renewed to FY 2009.
    b. Additional number of Indonesian Air Force Officer up to 2 Officers, to Joint RTAF, Joint Staff College and NDU.
    c. Intelligence Exchange between TNI AU HQ and Royal Thai Air Force.
    d. Thai Language Course
    e. The cooperation on defence industry
    Chalenges
    a. Organization Aspect. Both Air Force have different form / type of Organization.
    b. Doctrine Aspect. Both Air Force doctrine are different, so the strategy and way of battle are also different.
    c. Human Resources Aspect. Human resources of both Air Force are in different level. The differences of human resources are related to welfare, prosperity and education level in each nation.
    Solution
    a. Organization Aspect
    1). Find TNI AU unit which equal with Royal Thai Air Force.
    2). Find TNI AU Organization which have same assignment with Royal Thai Air Force.
    3). Selection program for joint the Cooperation according the needs.
    b. Doctrine Aspect
    1). Find TNI AU unit that have main assignment almost similar to pre-emtive strike doctrine
    2). Giving provision to soldier or unit that conduct cooperation about doctrine differences used by Royal Thai Air Force, so that soldier can understand how to carry out his duty without being confused.
    3). Create Standard Operation Procedure as soldier guidance to conduct cooperation.
    c. Human Resources Aspect.
    1). Select personnel that provision with the needs such as physical test, intellectual, psychology, language capability and security clearance.
    2). Forming the unit which will conduct the cooperation, usually extra personnel needed are under command to duty unit.
    3). Provision such as courses, pre deployment exercise, briefing on condition that will be faced so that personnel are prepared to handle assignment that assign to him.
    4). Escort for unit that will conduct cooperation assignment such as medical, psychology, character guidance and law.
    5). Evaluate activities that had been done and personnel who conduct the activity as materials for future perfection.
    Conclution
    a. Even though relationship between Indonesian National Defence Forces and Royal Thai Armed Forces always has it’s up and down, but both Armed Forces Cooperation still on track.
    b. Different Organization, Doctrine and human resources between TNI AU and Royal Thai Air Force still can be handling by conducting defence cooperation between both Air Force.
    c. TNI AU could raise its human resources quality by conducting cooperation with Royal Thai Air Force.
    d. Personnel which involved in planning team must be given provision of the background, purpose and benefit of the cooperation.
    e. Need to improve English language ability for TNI AU personnel by improving on English education so it will be easier to communicate in cooperation activity and reduce misunderstanding.

    Thank you very much. that is my last section of my talk may I again express my appreciation to you excellencies, for the hospitality I am now enjoying and also your assistance for the development of air force cooperation between Thailand Air Force and Indonesian Air Force.

    Ladies and Gentlemen,

    First of all, let us extend our gratitude to God the Almighty, as through His blessings and grace we are able to gather at this important meeting today.

    On behalf of the Indonesian Air Force and myself, Col Fadjar Prasetyo as the new Indonesian Air Attaché in KL, I would like to convey my sincerest gratitude and highest appreciation to Royal Malaysian Air Force, the honorable General Tan Sri Dato’ Seri Azizan Arifin, Chief of the Air Force, and all deputies to the Chief of the Air Force for convening this meeting.

    I’m deeply honored to be able to deliver a presentation here today. I would like to discuss how developing education exchange programs for our two countries contribute to strengthen our relationship and cooperation. First, I would like to briefly cover the historical defense cooperation of our nations, followed by a short overview of our current education exchange programs. Moreover, I would like to present the proposed programs as well as discussing any challenges that lie ahead. And in the end of this presentation, I will be more than happy to answer any questions that you may have.

    Defense cooperation between Republic of Indonesia and Malaysia started in 1971, when both countries ended their hostilities. The two countries entered into an active cooperation involving their land, air and naval forces to curb communist insurgency as well as piracy and smuggling along their common border. Indonesia and Malaysia have developed a close bilateral defense cooperation which includes regular military exercises and frequent high level military exchanges and visits. Malaysia and Indonesia began this process of confidence-building, border security cooperation, joint exercises and education exchanged programs soon after ASEAN was established.

    I firmly believe that we should intensify our cooperation in the area of education. It would, on my opinion, not only benefit military personnel but it would also ultimately lead to the further strengthening the close relations between Indonesia and Malaysia.
    Ladies and Gentlemen,

    Presently, TNI AU and RMAF carry out an exchange program exclusively for Command and Staff College. The program usually involves the exchange of one personnel from each country. Until recently, TNI AU has temporarily halted sending its personnel to Malaysia, whereas RMAF has remained unchanged its policy toward this issue.
    Therefore, the mutual benefits of this program, allow me to reiterate that this activity is undoubtedly an excellent way to strengthen our air defense relations. I would recommend if we could exchange more personnel in the Staff and Command College. And, in addition, we could try other exchange students from other school such as students from Air Force flying School and the Air Force Academy.
    In general, our two Air Forces have been able to turn potential areas of conflict into opportunities for consultation and collaboration, with joint initiatives and cooperation resulting in formidable outcomes. The relationship between TNIAU and RMAF, being that of close geographically located, will always require effort and dedicated communication. For the future, we have to be able to implant mutual respect in our two institutions and to provide a firm basis for managing sensitive issues in a way that acknowledges both sides and optimizes the outcome for all parties in which education exchange programs are the solution to achieve our goals.

    In conclusion, I wish my presentation today will contribute to your understanding of efforts and actions by TNI AU. As for my program as Air Attaché, I intend to make the utmost effort to support any of our joint initiatives and cooperation, and to bring this meeting to success.
